1 问题的提出国内各主要水土保持学术刊物近来都在显著位置刊登了国家水利部副部长朱登铨同志在1995年初所召开的全国水土保持局处长会议上的讲话,对其中关于要把水土保持宣传舆论工作摆到重要位置上来的指示精神作了重点强调。说明了水土保持宣传工作正日益受到人们特别是领导部门的高度重视。水土保持传播被提到重要的议事日程上来,可以说是代表了一种必然趋势。因为水土保持作为一项长期性的公益事业,需要全社会的广泛参与,而这又要求对全民族水土保持意识的培养。国家水利部部
1 PROBLEM PROBLEMS Recently all major academic publications on soil and water conservation in China have prominently published speeches made by Comrade Zhu Denquan, deputy minister of Ministry of Water Conservancy, at the meeting of the director of the National Soil and Water Conservation Bureau held in early 1995, The directives put by the public opinion in an important position have been given a special emphasis. This shows that the publicity work on soil and water conservation is gaining more and more attention by people, especially the leading departments. The spread of soil and water conservation is mentioned on the important agenda, can be said to represent an inevitable trend. Because soil and water conservation as a long-term public welfare undertaking requires extensive participation of the whole society, which in turn requires the cultivation of awareness of soil and water conservation by the entire nation.
