去年“11.24”特大海难事故发生后,我们决定今年在全国范围内开展“水上运输安全管理年”活动,以全面加强水上交通安全管理,确保安全形势的稳定。大家在安全生产中做了大量工作,上半年基本上保持了较好的发展势头。但是,进入5月份以来,连续发生了多次客船事故,特别是“6.22”特大恶性事故的发生,使水上交通安全形势日趋严峻。 一是仅“五一”后十余天的时间内,川江就发生七起客船事故。虽然这些事故经过救助没有造成严重后果,但影响极为恶劣。二是客渡船特别是乡镇客渡船事故抬头,事故等级不断升级。三是客滚船再出险情。四是危险品运输事故不容忽视。今年我们把“四客一危”和“四区一线”列为安全管理中的重点,但是今年的一些重大险情和重大事故也都发生在这里。
Last year, after the extraordinary “11.24” accident, we decided to launch “Year of Water Transport Safety Management” across the country so as to comprehensively strengthen the management of maritime traffic safety and ensure the stability of the security situation. We have done a lot of work in safety production, basically maintained a good momentum of development in the first half of the year. However, since May, there have been a number of consecutive passenger ship accidents, in particular the occurrence of a particularly serious “6.22” accident, which has made the situation of water traffic safety increasingly severe. First, only after the “May Day” more than ten days, seven passenger ships occurred in Chuanjiang. Although the rescue of these accidents did not have serious consequences, their impact was extremely poor. Second, passenger ferries, especially the township passenger ferry rise, the accident level escalating. Third, the ro-ro passenger ship again danger. Fourth, dangerous goods transport accidents can not be ignored. This year, we listed “four passengers, one danger” and “four districts and one frontline” as the focus of safety management. However, some major dangerous situations and major accidents this year have also taken place here.
