城市综合开发项目的根本目的就是为了进一步提升或完善城市在某个方面的可持续发展能力,同时此类项目在设计、施工、建设、完工和运营过程也会受到城市原有可持续发展能力的直接影响,因此如何在项目起始评估阶段构建科学合理的指标体系是现代项目评估理论和实践需要解决的迫切问题。提出基于城市可持续发展能力的起始评估原理及指标体系,在完善现有项目评估理论的同时,有助于更好地指导此类项目的起始评估工作。 The basic purpose of comprehensive urban development project is to further enhance or improve the sustainable development ability of a city in some aspects. At the same time, the design, construction, construction, completion and operation of such projects will also be affected by the original sustainable development ability of the city Therefore, how to build a scientific and reasonable index system during the initial evaluation stage is an urgent problem to be solved in the theory and practice of modern project evaluation. It puts forward the initial assessment principle and index system based on the ability of urban sustainable development. While improving the existing project assessment theory, it helps to better guide the initial assessment of such projects.
