当前和今后一个时期加强农村基层组织建设总的要求是,坚持以邓小平建设有中国特色社会主义理论和党的基本路线、基本方针为指导,认真贯彻落实党的十四届四中、五中和六中全会精神,围绕实现跨世纪宏伟目标和我国农村改革、发展和社会进步的任务,在已有的工作基础上,进一步落实“五个好”的目标要求,全面、深入、扎实、持久地做好工作,把农村基层组织建设提高到新水平。尤其要妥善安排明年的工作,确保整顿和建设任务的完成。
