2001年1月13日,全国海关关长会议传出了令人振奋的消息:2000年,中国海关征收关税和进口环节税达2241.95亿元,比上年增收652.18亿元,增长41.02%,占中央可支配财政收入的 1/3。 改革开放以来,随着我国经济持续稳定发展,海关税收稳步增长。 1980年至2000年间,海关共征收税款10914.6亿元。特别是近几年,海关税收频频给我们带来惊喜。继 1999年海关税收创下1589.6亿元,同比增幅高达80.8%的成绩后,2000年又一次实现超大幅度增长。海关税收增长原因何在?作用何在?
On January 13, 2001, the National Customs Commissioner Conference sent out encouraging news: in 2000, the tariffs on customs duties and import taxes imposed by China’s customs authorities amounted to 221.495 billion yuan, an increase of 65.218 billion yuan over the previous year and an increase of 41.02%, accounting for 1/3 of the central disposable income. Since the reform and opening up, with the continuous and steady development of our economy, the revenue from customs has been steadily growing. Between 1980 and 2000, the customs collected a total of 1,091.46 billion yuan of tax. Especially in recent years, the customs tax has frequently brought us surprises. After the customs revenue in 1999 hit a record high of 158.86 billion yuan, an increase of 80.8% over the same period of the previous year, the scale of super-substantial growth was once again achieved in 2000.
