近年来,伴随机构编制管理“三个规范性文件”的颁布实施,县级机构编制管理工作已建立并形成了一系列行之有效的管理措施和手段,逐步走上了规范化、法制化、制度化的良性发展轨道,为县域经济和社会事业发展起到了积极的推动作用。但随着改革的不断深入和社会主义市场经济体制的不断完善,新形势下一些新的问题和矛盾也在逐步呈现,一定程度影响了机构编制管理工作的有效开展,值得我们深思与探索。
