甲、水庫效益东遼河是遼河水系的一大支流,流域跨吉林、遼东、遼西三省,面積一○,三一七平方公里,全长三三三公里。上游多係山地,河道变还较少。下游皆为平原,佔流域面积六九·五%,河道坡降较緩,在二千分之一至四千五百分之一之间。兩岸皆係沙质壤土,每遭洪水,河道变还无常,两岸田禾,多被淹没。据過去资料统计,沿岸汛滥面积年平均达一五二,○○○公顷。(每公顷合一五市畝)农產、房舍,道路、橋樑、牲畜
