随着社会主义市场经济体制的逐步建立,对完善社会保障体系的要求越来越高,对社保工作队伍整体素质的要求也越来越高。必须看到,目前社会保险经办机构的干部队伍,在人员素质、组织管理、培训教育、人事制度改革等诸多方面,都还存在着与形势、新任务不相适应的问题,突出表现在以下几个方面:一是工作人员文化程度不高。以某市为例,直接从事社保工作的现有人员中,大专以上文化的占20%(其中正规院校毕业仅占2.8%,其余为第二学历),高中占67.1%,初中占12.9%。有的工作人员连一般的工作分析调研报告都不会写,这远远不能适应当前劳动保障工作的需要。
