In 1995, China’s audit department audited 12 projects under construction in China. The audit results show that although the increase of water conservancy investment in our country is larger, it still can not meet the needs of water conservancy construction. There are some problems in the construction management of water conservancy projects, especially the management of grassroots units. The audit department believes that the major problems in the construction management of water conservancy projects are as follows: (1) The construction funds are not available in time enough to affect the smooth progress of the project construction. 12 water conservancy projects have a total planned investment of 9500000000 yuan, has arrived
