雖然東漢一朝的郡、王國和屬國設置屢有變遷,其數目並非保持恒定;但無論是九十八的總數還是各州所分部郡國的數目,甚至包括“外十二州”的排列順序,《續漢書·百官志五》“刺史”條都與同書《郡國志》的記載相合無間。不妨認爲兩者有同樣的史料來源(或即順帝永和五年之版籍)。而根據《郡國志》的記載,可以將各州所轄郡、國與屬國的具體數目統計列如下表:
