1.建立和完善全国统一的反贫困管理机构。笔者认为有必要在国务院领导下,成立一个跨部门的城镇反贫困议事协凋组织——“国务院城镇反贫困工作领导小组”,统一协调民政部、劳动和社会保障部、财政部、教育部、建设部、卫生部、税务总局以及全国总工会、中残联、中国老年协会等有关部门和组织的工作,共同做好和推进城镇反贫困工作。 2.建立稳定、可靠的城镇反贫困资金筹措机制。(1)加大中央和地方各级财政对社会救助工作的投入,提高社会救助在财政预算支出中的比例,
