从本期摘要刊载的「省府财政临财政监察室关于检查『三反』后发生损失浪费现象的报告」中所反映出来的严重问题,清楚的告诉了我们:虽然经过了伟大的「三反」运动,严重的打击了「三害」,清除了贪污,纯洁与巩固了革命队伍,形成社会新道德抵制空气,但是由于资本主义成份依然存在与社会遗留的污毒尚未彻底消除;部分干部还有一定程度的麻痹思想,警惕不高,因此,「三反」后新的贪污、损失浪费、违法乱纪、官僚主义犹在丛生。仅就财政厅财政监察室,十五个省营企业单位的统计就损失浪费二百四十多亿,打住四十三只新「虎」,就说明了问题的严重,如果任其发展下去,国家大规模经济建设就要遭到严重损失。因此为了巩固伟大的「三反」斗争胜利的成果,扑灭这种「死灰街燃」的危险火焰,首先的关键问题是领导思想必须严重的认识到资产阶级对我们革命队伍的进攻与侵蚀仍然存在。「三反」运动对全体工作人员的教育虽然是很深刻很实际很具体的,但根绝贪污浪费、官僚主义还是一个必须长期坚持的斗争,从而克服认为经过「三反」,思想建设,就不会再有问题的麻痹思想,藉以提高警惕加强对革命工作人员的政治思想教育,巩固「三反」成果;其次是必须继续加强和严密各种制度(特别是财经管理方面的各种制度),并建立一定的检查制度做为经常工作切实执行,以便从组织上加以保证,堵塞漏洞;再次是,对发现的贪污问题,要立即严肃处理,充分利用典型教育全体工作人员,以便从思想上、组织制度上以及纪律上,积极防止新的贪污浪费违法乱纪和官僚主义现象的发生。
