开展资源综合利用是一项重大的技术经济政策,对合理利用资源,增加社会财富,提高经济效益,保护自然环境,都有重要意义。为了进一步搞好资源综合利用工作,1985年9月,国务院批转了国家经委《关于开展资源综合利用若干问题的暂行规定》的通知。1986年9月,国家经委会同财政部、国家环保局又在营口联合召开全国资源综合利用座谈会。会议检查了《暂行规定》的贯彻落实情况;交流了各地区、各部门资源综合
Carrying out the comprehensive utilization of resources is a major technical and economic policy and is of great significance to the rational utilization of resources, enhancement of social wealth, enhancement of economic benefits and protection of the natural environment. In order to further improve the comprehensive utilization of resources, the State Council approved in September 1985 the circular of the State Economic Commission on the Provisional Regulations on Certain Issues Concerning the Comprehensive Utilization of Resources.
