2004年,浙江省义乌市对地方政府性债务进行全面清查,全市负债总额高达28.3亿元,其中:市级财政负债12.6亿元;全市13个镇、街道(以下简称镇街)中11个有负债,负债总额15.7亿元。摸清债务底数后,义乌市坚持科学发展主题,深化“兴商建市”发展战略,采取多种措施,加强地方政府性债务管理,有效压缩了债务规模。截至2010年底,全市政府债务余额19.5亿元,比2004年减少8.8亿元,其中镇街债务余额3.9亿元,减少11.8亿元。义乌市的主要做法是:
In 2004, Yiwu City, Zhejiang Province conducted a comprehensive inventory of local government debts. The total liabilities of the city reached as high as 2.83 billion yuan, including 1.26 billion yuan of municipal-level financial liabilities; and 11 of the 13 towns and streets in the city (hereinafter referred to as Zhenjie) Liabilities, total liabilities of 1.57 billion yuan. After finding out the debt base, Yiwu City insisted on the theme of scientific development, deepened the development strategy of “prospering the business and establishing the city” and adopted various measures to strengthen local government debt management, effectively reducing the debt scale.
