第一条为创新财政科技资金支持方式,加快企业技术研发和成果转化,降低企业融资成本,激励金融机构加大对科技型企业(以下简称企业)的支持力度,根据《关于促进科技和金融结合加快实施自主创新战略的若干意见》(国科发财[2011]540号)、《关于促进科技与金融结合工作的意见》(师市发[2013]32号)和《八师石河子市科技计划项目管理及经费管理办法》(师市科发[2016]21号),制定本办法。
Article 1 In order to innovate the financial and scientific and technological support for finance, speed up R & D of enterprises and transformation of achievements, reduce the financing cost of enterprises and encourage financial institutions to increase their support for science and technology enterprises (hereinafter referred to as “enterprises”), according to the Measures for Promoting the Integration of Science and Technology and Finance Opinions on Accelerating the Implementation of Independent Innovation Strategy “(Guo Ke Fa Cai [2011] No. 540), Opinions on Promoting the Integration of Science and Technology and Finance (Shi Shifa [2013] No. 32), and Bazhi Shihezi Science and Technology Project Management and Funds Management Measures ”(Shishi Kefa [2016] No. 21).
