高等特殊教育院校的发展是残疾人实现自我、走向社会、参与劳动建设的保障,高等特殊教育院校在规划和建设上要充分考虑残疾人的学习和生活需要,切实做到“以人为本、以特为主”。将通用设计理念引入到高等特殊教育院校无障碍环境的规划与建设中去,在校园建设中综合考虑残疾人的各种不同的认知能力与体能特征,构筑具有多种选择对应方式的使用界面或使用条件,这是高等特殊教育院校无障碍建设的核心。高等特殊教育院校无障碍设计的目的在于确保残疾人学生等弱势人群行动的自由,扩大其行动范围,使其能自由且无障碍的进行学习、生活。
