伴随高新技术的不断发展和运用,政府各部门形成了越来越多的以照片、录音带、录像带等感光或者磁性材料为记录和保存载体的声像档案,这些档案与传统的纸质档案一起构成了政府档案的全部,而且这些档案的数量和价值不断凸显,在记录历史、服务当下、启迪未来的历史进程中正发挥出越来越重要的作用。如何适应新形势的发展和需要,对政府声像档案实行规范管理和有效开发利用,值得档案人认真研究和思考。
