生态文明建设要求协调好经济社会发展与生态环境保护之间的关系。由于生态环境问题具有明显的外部性,这就势必改变区域间关系的建构模式。本文认为,适应生态文明建设的要求下,区域间关系将表现出如下三方面新特征:1重视区域间生态联系,重视区域发展对周边区域生态安全的影响;2以经济发展和环境保护相协调为目标、基于生态产品重构区域间分工;3以生态补偿机制建设为基础,实现区域间发展权利和生态权益的公平。研究还以此为基础,探讨了鄱阳湖生态经济区建设的优化思路。
The construction of ecological civilization requires that the relationship between economic and social development and ecological and environmental protection should be well coordinated. Due to the obvious externalities of ecological environment, this will inevitably change the mode of construction of the inter-regional relations. This paper argues that under the requirements of the construction of ecological civilization, the inter-regional relations will show the following three new characteristics: 1. Pay attention to the ecological linkages between regions and pay attention to the impact of regional development on the ecological security in the surrounding areas. 2. Coordinate economic development with environmental protection As the goal, to reconstruct interregional division of labor based on ecological products; 3 and based on the construction of ecological compensation mechanism, to realize the fairness between development rights and ecological rights and interests in different regions. Based on this, the study also explores the optimization of the construction of Poyang Lake Ecological Economic Zone.
