The Singapore government has formulated a national economic development plan for the 1980s entitled “The Second Industrial Revolution.” Its main task is to make Singapore a developed industrialized nation by maximizing the achievements in science and technology and improving labor productivity. The Singapore government is committed to prioritizing non-energy-intensive manufacturing sectors that utilize modern processes, namely the production of computers, aerial instrumentation, communications equipment, medical equipment, main components of offshore drilling rigs and vessels. According to the planners of the 10-year plan, products in the labor-intensive sectors (including the textile and sewing sectors) will be transferred to those with a large amount of cheap labor
