我国将实行国债余额管理制度12月16日,十届全国人大常委会第四十次委员长会议通过了全国人大常委会预算工作委员会关于实行国债余额管理的意见。这意味着自2006年起,我国将参照国际通行做法,采取国债余额管理方式管理国债发行活动,以科学管理国债规模,有效防范财政风险。此前,我国一直采取逐年审批年度发行额的方式管理国债。
China will implement the national debt balance management system On December 16, the 40th NPC Standing Committee meeting approved the Opinions of the Budget Working Committee of the NPC Standing Committee on the implementation of the management of the national debt balance. This means that since 2006, our country will follow the international practice and take the administration of treasury bond balances to manage treasury bond issuance activities so as to scientifically manage the scale of treasury bonds and effectively prevent financial risks. Earlier, our country has been adopting annual approval of the issuance of the annual way to manage the national debt.
