宁德地区行政公署,各市、县(区)人民政府,省政府各部门,各直属机构,各大企业、各高等院校:为切实贯彻落实《中共福建省委、福建省人民政府关于加快实施科教兴省战略的决定》的精神,进一步实施科教兴省战略,加快福建留学人员创业园建设和发展,吸引优秀留学人员来闽创业,加速发展高新科技及其产业化进程,特提出如下加快福建留学人员创业园建设与发展的实施意见。一、入园条件经国家公派、自费出国学习取得国外学士以上学位的;或在国内取得大学以上学历和中级以上专业技术职务任职资格后,国家公派、自费到国外高校科研机构研修工作的;出国留学并取得了外国长期居留或留学国再入境资格的;或其他有真才实学的,为我省所需的留学人员,经省人事厅身份认定后,经福建留学人员
