信息技术的发展与信息化进程的深入,促动了信息产业的兴生,造就了各国乃至全球经济的新格局——这一切至少从四方面(经济发展状况、管理技术水平、政治体制架构和公民社会反应)对政府经济权能都产生了有力的冲击。正是基于此种分析,本文得出结论认为,信息化社会中政府经济权能至少面临三方面调整:权能重心朝信息产业转移、权能展现形式呈现微观管制放松和宏观扶助强化之特征、政府公共服务朝市场化方式转变。
The development of information technology and the deepening of informationization process have promoted the flourishing of the information industry and created a new pattern of the economy of all countries and even the world. All this has at least four aspects (economic development status, management skill level, political system structure and Civil society response) have a powerful impact on the economic power of the government.
