文章以实现两个根本转变为依据，针对卫生事业发展现状，提出了社会主义市场经济条件下卫生事业发展的基本思路，重点从建立适应市场经济体制的卫生管理模式和以质量效益为重点的卫生发展道路展开论述。市场经济体制的卫生管理模式要结合卫生行业特点，深化卫生改革，从强化政府办卫生的责任、转变工生管理职能、加强法制建设和完善经营补偿机制来充实、健全；拓宽以质量效益为重点的工生发展道路要侧重抓好四个效益，即规模经济效益，结构优化效益，卫生科技效益和管理效益，从而在实现两个根本转烃中，找准自己的位置，饰好应有的角色，为经济建设和人民健康服务。
Based on the realization of two fundamental changes, the article puts forward the basic ideas for the development of public health under the conditions of the socialist market economy, focusing on the establishment of a health management model that meets the market economic system and a focus on quality and efficiency.
