我国现行福利体系主要由公共福利事业、特别的或专门性的福利事业、局部性的或选择性的福利措施、综合性的福利政策和项目这四大系统组成,其建立与发展大致可分为创建(1949年10月—1957年),完善发展(1958年—1978年),改革创新(1979年至今)三个阶段(成思危,2000)。这一体系的建立和发展,为整个社会经济的正常运行创造了良好的环境,增强了社会经济的有序性,保证了劳动力生产和再生产,支持了经济体制改革,使国民经济和整个社会有机体得以持续、稳定、协调的发展,对保持社会稳定,缓解贫困及促进社会进步和社会文明起到了一定的积极作用。但随着社会主义市场经济发展模式的确立与运行,这一建立在现收现付制下的与单位就业相联系、与地域相联系的并只有企事业、机关单位职工才有资格享受国家规定的社会福利权益的体系正日益暴露其不适应性,存在以下五大问题。
