邮政运输是邮政通信的命脉。合理地组织和规划邮运网路,确保邮运畅通无阻,是关系邮政通信全局性的问题,是邮政业务发展的先决条件。三十多年来的经验证明,邮政运输能力的增长必须同邮政业务量的增长保持同步。邮运能力增长过快,超越了邮政业务增长的速度,必然造成运力的浪费,加大邮政成本。邮运能力增长过慢,落后于业务发展的要求,则会造成邮路的阻塞和邮件的积压,限制了业务发展,陷于被动局面。在这两方面过去都有过教训。我国的干线邮政运输主要靠铁路运输。从一级干线邮路情况看,80—90%的邮件报刊量靠铁路运输。靠铁路编挂邮车、运输,其好处是速度较快,准班准点,便于组织邮件的接发和投递。但由于旅客列车货运能力有限,很难满足邮政业务量不断增长对运输的要求。据有关业务部门预测,今冬明春邮政业务旺季,由华东、华北发西北、东北、西南方向的邮件,每天约有7,000袋即相当于10至12节火车邮厢的运量
