1970年“7．1”前夕,党中央在北京体育馆召开大会,纪念党的生日。我参加了这次大会。周恩来主持大会,讲了中国共产党伟大、光荣、正确的历史,宣布国务院精简机构;李先念宣读了国务院给中央的报告和中央的批示。《报告》明确规定中国科学院、国家科委、全国科协、科技干部局合并为中国科学院。从此“四科”合而为一,干部编制二百多人。业务管理上设两个组:业务一组掌管原来科委的工作,业务二组掌管原来科学院的工作。科协和科技干部局实际上被取消了。
On the eve of “7.1” in 1970, the Central Party Committee held a general assembly in Beijing Stadium to commemorate the party's birthday. I attended this conference. Zhou Enlai presided over the General Assembly and told the great, glorious and correct history of the Chinese Communist Party and announced the streamlining of the State Department. Li Xiannian read out the report of the State Council to the Central Government and the instructions from the Central Government. The Report clearly stipulates that the Chinese Academy of Science, the State Science and Technology Commission, the National Science and Technology Association and the Scientific and Technological Cadres Bureau should be merged into the Chinese Academy of Science. Since then, “four subjects” into one, cadre preparation of more than 200 people. There are two groups in business management: one is in charge of the work of the former Science and Technology Commission and the other is in charge of the work of the former Academy of Sciences. CAST and Science and Technology Bureau was actually canceled.
