所谓文书,是各级党政机关、群众团体、企事业单位为开展工作、管理政务、联系事项、反映情况、处理问题、记载活动所形成的不同体式的各种文字材料的总称。文书工作则是各机关、单位为文书的收发、处理,运转和管理而设立的专门岗位。人们通常也把从事文书工作的人员称为“文书”。文书工作是一项十分重要的工作,上级的方针、政策、指示都要通过文书传递给本级领导,本级领导机关的工作部署和工作中的重要情况都要通过文书下达上传,下级贯彻落实本级和上级决定的情况都要通过文书进行反馈,可以说文书工作是机关内部进行正常工作的枢纽。有人把文书工作比作各级首脑机关的“心脏”,这个比喻是很恰当的。
