科技创业企业生成和发展过程的不同阶段,目标任务不同,投资风险及投资需求不同,风险资本投资偏好不同,政策诉求的目标也不同,相应的政策资本投入数量及工具选择、以及工具组合也不同。因此,科技创业政策体系的构建必须与不同阶段的目标、任务、风险及资本需求、资本风险偏好特征相适应,以实现政策效能最优。全部政策的着力点为:其一,能够最大限度地激发创新创业活力,调动潜在创业者进入创业主战场,使那些徘徊于创业门槛的潜在创业者想创业、敢创业、能创业;其二,能够最有效率地为投身于创业的创业者保驾护航,消弭创业机会成本,提高创业成功率,使创业者的付出能得到应有的回报;其三,能够最有效率地促进初步成功的创业企业加速成长、做大做强,实现创业梦。
