由非点源引起的水体污染,从全国范围的发展前景来看,可能出现压倒一切的严重局面。 关于这个问题,需要集中研究以下几点。第一,各州必须确定最重要的、由非点源污染所引起的水质问题。第二,如果有的地方非点源污染得到控制后具有改善的潜力又没有其他污染源介入,那末,州必须将资金集中用于有限几处这种水域,以最大限度地提高有限资金的效益。第三,州必须确定流域范围内产生影响水体的非点源污染物的非点来源或土地利用活动的主要类型。最后,州还必须准确决定需要的最佳管理措施(BMP′S)的型式及它们在流域布设于何处。
Water pollution caused by non-point sources may be overwhelmingly serious from a nationwide perspective. On this issue, we need to focus on the following points. First, states must identify the most important water quality problems caused by non-point source pollution. Second, where non-point source pollution is under control and has improved potential and is not interfered with by other sources of pollution, states must concentrate their funds on a limited number of such waters to maximize the benefits of limited funding. Third, the state must identify the main types of non-point source or land-use activities that generate non-point source pollutants that affect the body of water within the watershed. Finally, states must also accurately determine the type of BMPs needed and where they are located in the catchment.
