引言一九八一年,联合国教科文组织召开了一次关于工业革命的社会含义的讨论会,强调指出,必须使公众了解技术变革的含义及后果。科学技术革命,不断引起关于人和大自然关系的讨论。和新技术造成的环境问题一样,人和自然的相互关系本质上是社会过程。不仅专家,而且全体国民都在关心现代科学技术。只有最广大的人民群众都参与决策,参与对科学技术潜力的充分利用,才可能消除技术治国论者垄断决策权的危险。
Introduction In 1981, UNESCO held a symposium on the social implications of the Industrial Revolution, stressing that the public must be made aware of the implications and consequences of technological change. Scientific and technological revolution, constantly aroused discussion on the relationship between man and nature. As with the environmental problems caused by new technologies, the interrelationship between man and nature is essentially a social process. Not only experts, but also all citizens are concerned about modern science and technology. Only when the overwhelming majority of the people participate in decision-making and take part in making full use of the potential of science and technology can the danger of the monopoly decision-making power of technocratic countries be eliminated.
