村以下企业工会,一般是指5~20人不等的非公(私营、个体)企业工会(小组)。这些工会大多是在完成建会指标要求下,由村工会联合会(以下简称村工会)帮助建立完成的。由于这些企业面广、分散、规模小、人数少、职工流动性大,平时镇、县两级工会很难顾及到,工会工作很难得到有效开展,工会财务管理无序、经费流失等问题
The following trade unions in villages generally refer to non-public (private-owned, private-owned) trade unions (groups) ranging from 5 to 20 people. Most of these trade unions are assisted by the Federation of Village Unions (hereinafter referred to as the Village Unions) for assistance in completing the requirements of the index for the construction of the councils. As these enterprises are widespread, scattered, small in size and few in number, the mobility of workers is large.
