新媒体事件是事件行动者建构的公众事件,行动者的行为模式影响着事件的发展。本研究以公权滥用诱致型新媒体事件为例,运用探索性个案研究法来考察公众、媒体和政府在21起典型事件的爆发期、蔓延期和平息期所采取的行为模式。公众常常以主动的行动者的姿态采取“挖掘事件真相式”“道德评价式”“呼吁社会改革式”的行为模式;地方政府有关部门因采取“沉默-控制式”“澄清-定性式”“事件处理式”的行为模式而成为被动的行动者,事件平息阶段上级政府有关部门采取“纠错问责式”的行为模式来纠正下级政府的行为并开展问责;媒体在“主动-被动”的“频谱”上介入公众和政府之间并受到二者博弈的影响,或采取“披露事件真相式”的行为模式而偏向公众一方,或采取“沉默式”或“政府导向型”的行为模式而偏向政府一方,但在事件平息阶段大多采取“认同事件处理式”的行为模式与政府保持一致。本研究对人们准确理解公权滥用诱致型新媒体事件的社会建构过程具有启发意义,对政府有关部门正确应对事件具有参考价值。
