最近,我们对河北省国有企业的党建工作做了调查。总的来看,这些企业的党组织在转机建制、加快发展、保持稳定方面做出了积极贡献,并对党的自身建设也进行了积极的探索和改进。但是,按照十四届四中全会的要求,仍存在一些亟待研究解决的问题。 关于思想认识方面的问题 当前,有些企业党组织政治核心作用发挥不够充分,主要是在“中心”和“核心”关系上认识不够全面正确。例如在企业重大决策问题上,想参与怕干预,想到位怕越位;在保证监督企业执行党的方针政策,正确处理国家、集体、个人三者关系,坚持党管干 Recently, we investigated the party building in state-owned enterprises in Hebei Province. In general, the party organizations in these enterprises have made positive contributions in turning around the system, accelerating development and maintaining stability. They have also actively explored and improved the party’s own construction. However, in accordance with the requirements of the Fourth Plenary Session of the 14th Central Committee, there are still some problems to be solved urgently. At present, the political central role played by some party organizations in enterprises is not sufficiently developed. The main reason is that the understanding of the relationship between “center” and “core” is not comprehensive and correct. For example, on the major business decision-making issues, they want to participate in the fear of interference and think of being afraid of being offside. While guaranteeing the supervision of the party’s guidelines and policies, correctly handle the relations among the state, the collective and the individuals,
