最近海洋科技领域的专家对21世纪初海洋科技的发展思路和方向进行了深入研讨,明确了“权益、财富、健康、安全、科技”是本世纪初海洋科技工作的发展方针,并提出十二项具体的发展目标,要切实贯彻执行科技兴海战略,以高科技为先导,形成高技术、关键技术、基础研究、基础性工作各层次相结合的战略部署,加速实现海洋科技成果产业化、业务化,为我国海洋事业的现代化提供强有力的支撑。专家们提出的十二项具体发展目标是:(1)深化基础性工作,推动基础海洋科学研究,力争取得一批世界领先的研究成果;加强中国海及邻近海域或大洋的环境、资源调查。(2)突破海洋环境监测传感器、仪器平台、系统集成等方面的关键技术,建设2~3个国家级重点实验室和工程中心,初步形成中国近海的海洋环境立体监测业务系统,与国际 GOOS 系统接轨,提高国产监测设备的市场竞争能力。(3)重点提高灾害性海洋变异预报预测能力,提高预报时效和精度,扩大预报服务领域,实现风暴潮漫滩、近岸
