要在人力、物力、财力有限的条件下,将机械制造综合体的科学研究转向集约化发展道路,就必须在进行科研的过程中十分注意提高上述资源的使用效率。在这种情况下,更加需要改善部门科研经济管理制度,尤其是改进财务工作。目前科研单位的科研拨款有两大主要来源:科技发展统一基金和国家预算拨款。由企业活动成果构成的科技发展统一基金的特殊作用在于,整个“科学——技术——生产”周期的拨款是通过该基金实现的。由于该基金的使用,各部门对确保部门科技进步集约化的科研拨款的权力扩大了,而科研单位研究资金的来源途径实际上大大减少了。
