本文从我国公共政策格局转型的宏观背景出发,结合构建“和谐社会”和“全面建设小康社会”的国家战略,尝试从社会政策的视角来分析我国的公共支出结构,并试图探讨如何通过调整公共支出结构来实现构建和谐社会这样的国家长远政策目标。全文共分四大部分:第一部分介绍社会政策概念及其在市场经济中的作用,并阐述公共政策格局的概念;第二部分论述我国公共政策格局的转型态势,即从经济政策转向社会政策;第三部分从公共政策格局转型的视角来分析我国的公共支出结构的特点;第四部分重点分析我国社会政策支出水平,指出我国的社会政策支出水平不能配合构建和谐社会这一国家长远政策目标的需要。本文的基本观点是,为了顺利完成我国的公共政策格局从经济政策向社会政策转型,实现和谐社会这一长远政策目标,需要改善我国的公共支出结构,使公共资源更多地投入到教育、医疗、社会保障等社会政策领域。
Based on the macro-background of the transition of public policy in our country, combining with the national strategy of building “harmonious society” and “building an overall well-to-do society”, this paper attempts to analyze China’s public expenditure structure from the perspective of social policy and try to explore How to Realize the National Long-term Policy Goal of Building a Harmonious Society by Adjusting the Public Expenditure Structure. The full text is divided into four parts: The first part introduces the concept of social policy and its role in the market economy, and expounds the concept of public policy. The second part discusses the transformation of the pattern of public policy in our country, from economic policy to social policy. The third part analyzes the characteristics of China’s public expenditure structure from the perspective of the transformation of the public policy pattern. The fourth part focuses on the analysis of the expenditure level of China’s social policy, pointing out that the level of China’s social policy expenditure can not meet the long-term policy goal of building a harmonious society in our country need. The basic idea of this article is that in order to successfully accomplish the long-term policy goal of transforming China’s public policy from economic policy to social policy and achieving a harmonious society, we need to improve our public expenditure structure and make public resources more available to education and medical care , Social security and other social policy areas.
