本文简要分析了卫生资源配置不合理的原因,并就城市卫生资源合理配置问题谈了作者的一些看法。作者认为,区域卫生规划可针对该地区主要疾病和居民主要卫生问题,通过符合成本效益原则和均衡的卫生发展战略,对区域内各卫生设施的发展、调度和职能进行分析协调、调整和重新分配卫生资源。社会医疗保险可通过自付比例这个经济杠杆达到合理配置卫生资源的目的。城市可通过社区服务可使大量慢性病人留在基层,减少卫生资源浪费,使卫生资源由大医院流向基层。
This article briefly analyzes the reasons for unreasonable allocation of health resources, and discusses some of the author’s views on the rational allocation of urban health resources.
