科技创新是提高国家竞争力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。近几年,我国通过加大改革创新力度,打造全国科技服务体系,以科技创新支撑推动持续经济发展已经取得较大进展。目前仍然存在一些不容忽视的问题,制约着我国科技创新发展进程。要积极鼓励科研人员创新创业,强化企业科技创新主体地位,促进科技创新资源优化集聚,促进高新区创新驱动,加大科技创新政策扶持力度,优化科技创新的社会环境。
Scientific and technological innovation is a strategic support for improving national competitiveness and comprehensive national strength and must be placed at the core of the overall national development. In recent years, our country has made great progress by stepping up reform and innovation efforts, building a national science and technology service system, and supporting the promotion of sustained economic growth with scientific and technological innovation. At present, there are still some problems that can not be ignored, which restrict the process of scientific and technological innovation in our country. It is necessary to actively encourage scientific researchers to innovate and start their own businesses, reinforce the dominant position of technological innovation in enterprises, promote the optimal concentration of scientific and technological innovation resources, promote innovation-driven high-tech zones, increase the support for technological innovation policies and optimize the social environment for scientific and technological innovation.
