积极发展高等职业教育是当前我国高等教育领域中的一个热点问题,也是我省当前高教改革与发展中亟待研究的一个重要课题。 本课题对于“什么是高等职业教育”、“为什么要积极发展高等职业教育”、“我省应该怎样发展高等职业教育”等几个基本问题作出了自己的回答,提出了以下主要观点: 1、高等职业教育是在高中阶段教育基础上进行的系统的技术教育。它以高等技术应用型专门人才为培养目标,根据社会的职业划分与人才需求设置专业,根据职业岗位的应知应会标准来确定教学内容,学生在校期间就通过教学训练与实践教学基本养成职业岗位能力。高等职业教育必须办出其不可替代的特色,才有存在与发展的价值。 2、积极发展高等职业教育是世界教育改革与发展的大趋势,是党和国家的重大决策,是我省高教改革与发展的重要机遇,是兴晋富民的迫切需要。应高度重视、加大力度,不失时机地予以推进。 3、积极发展我省的高等职业教育,应根据我省各地(市)的人口分布、财力状况、人才需求与教育资源等4要素统筹规划,合理确定学校布局、专业布点与发展规模,并制定一系列相应的扶持性政策。

We should attach great importance to and increase efforts to promote it without losing any chance. 3. To actively develop higher vocational education in our province, we should make overall planning based on the four elements of population distribution, financial status, talent demand and educational resources in all parts of the province (prefecture), rationally determine the school layout, professional distribution and development scale, and formulate A series of corresponding supportive policies.
