2010年下半年,经福建省政府同意,福建省人力资源和社会保障厅、财政厅联合下发了《关于建立职业培训资金直补用人单位机制等有关问题的通知》(以下简称为“205号文件”),这是福建省职业培训的制度和机制上的一项重大改革,产生较大的社会影响。但是,究竟培训经费直补企业改革具体是怎样的,福建省人力资源和社会保障厅职业培训处陈群林处长(以下简称“陈处长”)对相关问题进行了解读。
