政策工具的选择会受国情、政府主体、工具本身特质等因素的影响;政府在工具选择时存在合理性分析不足、对公众需求关注不够、政府主导色彩浓厚、新旧工具结合利用无效等问题。因此,本文指出政府进行工具配置时应关注公共服务在不同阶段和领域的差异;指出当今政策工具配置过程更多体现新公共管理的精神和建构主义的色彩,是在进行一种网络式的建设。
The choice of policy tools will be affected by factors such as national conditions, the main body of the government and the characteristics of the tools themselves. When the government chooses tools, there are problems such as lack of rationality analysis, inadequate attention to public demands, strong government dominance and ineffective combination of old and new tools. Therefore, this paper points out that the government should pay attention to the differences of public service in different stages and fields when it comes to the allocation of tools. It points out that today’s configuration of policy tools embodies the spirit of new public management and the colors of constructivism more and more. It is a kind of network construction .
