继6月份信息产业部牵头开始进行全国范围治理和规范移动信息服务业务资费和收费行为专项活动、近期各地相继加大了治理违规SP行动的力度之后,9月15日,信产部再次明确相关规范细则,出台了囊括14条详细条款的《关于规范移动信息服务业务资费和收费行为的通知》。其中,点播类信息服务的收费提醒、包月类服务细则、竞猜类服务明确信息费和通信费、定制服务的“二次确认”等,被业内视为将直接对SP业产生根本性影响的“最强硬规定”。该通知显然已经不像中国移动7月份出台“11条军规”时引起SP行业巨大震动,但“二次确认”等细则此次由信产部直接敲定,更坚定了已承受一系列由严格政策带来业务收入急剧下滑打击的SP以及CP们,在各家有各招的自救行动中,向行业应用转型的念头。
