随着国际市场垄断与竞争的加剧,许多发达国家利用本国的科技优势,构筑技术壁垒作为推行贸易保护主义的手段,认证就是其中一项措施.当中国企业有能力把产品销售到世界市场上的时候,一道无形的认证高墙却可能把我们隔离在外,我们有能力突破认证的壁垒吗?“,”Clearly, a product should comply with all of the requirements for all potential markets. This may sound obvious, but many Chinese firms have lost contracts, orders and had even to scrap designed products because they could not meet the compliance requirements, and, needless to say, that this was discovered after the product design was completed. If you manufacture a product that may be sold into foreign markets, such as the EU market, then there is a high probability that the CE Marking will need to be applied. The CE Mark is simply a declaration of intention to comply, which allows the inspecting authority to remove unsafe product from the market when pertinent cases are reported to them. It signifies that the supplier of the product has verified that the product complies with the requirements of the relevant directives. According to the Underwriters Laboratories Inc.'s statistics, many manufacturers are still not integrating the time and cost implication of the compliance requirement into their R&D project plan and export plan. To exporters, they have to learn about and conduct search on the required standards of the market they are going to enter because it is a form of non-tariff barrier.
