西部大开发战略“摆到突出位置”已经近两年了。其间，党和国家领导人对这一问题作过不少重要的指示，中央支持西部大开发的十大基础设施项目已破土动工；西部各省的领导对开发问题谈过具体的设想和规划；专家学者也发表了数目可观的文章、著作以参与、影响这一世纪盛事。那么，西部地区的广大干部如何认识“开发西部战略”这一问题？他们作为工作在第一线的基层和中层领导，是实施“开发西部战略”无可替代的领导者、指挥者、参与者。他们对此问题的认识，最直接地关系到“开发西部战略”的进程和成败。２０００年７月中旬，笔者对“少数民族地区的干部看西部开发”问题，在中央党校两个班次的学员中进行了调查，本文是调查结果的介绍和分析。
It has been nearly two years since the strategy of western development was “put in a prominent place.” In the meantime, the party and state leaders made a number of important instructions on this issue. Ten major infrastructure projects supported by the central government for the development of the western region have been broken ground. The leaders of the western provinces talked about specific plans and plans for development issues. Experts Scholars also published a considerable number of articles, books to participate in, affecting this century event. Then, how do most cadres in the western region recognize the issue of “developing the western strategy?” As grassroots and middle-level leaders working in the front line, they are irreplaceable leaders, commanders and participants in the implementation of the “Western Strategy Development.” Their understanding of this issue most directly concerns the process and success of “developing the western strategy.” In mid-July 2000, the author investigated the issue of “developing western regions by cadres in ethnic minority areas” from among students in two shifts of the Central Party School. This article is the introduction and analysis of the findings.
