2006年是中国金融和国债市场的改革创新年。国债市场改革取得了明显的进展:国债余额管理开始实行,国库现金管理正式启动,国债承销团制度进一步规范,储蓄国债(电子式)成功推出。这些改革措施,为我国国债市场的进一步发展打下了更加坚实的基础。自2005年起,中国国债协会开始组织编写《中国国债市场年报》,每年一本。《2006年中国国债市场年报》于2007年7月由中国财政经济出版社正式出版。本册年报共分为六篇。第一篇为“综合篇”。收入了过去一年中央经济工作会议的主要精神、政府工作报告(摘要)、
2006 is the year of reform and innovation of China’s financial and government bond markets. Significant progress has been made in the reform of the treasury bond market: the administration of treasury bonds balance has started, the treasury cash management has been officially launched, the system of treasury bonds underwriting syndicates has been further standardized, and the treasury bonds (electronic) have been successfully launched. These reform measures have laid a more solid foundation for the further development of the national bond market in our country. Since 2005, the China National Debt Association has started organizing the preparation of the Annual Report on China’s National Debt Market, one each year. The 2006 Annual Report on China National Debt Market was officially published by China Financial and Economic Publishing House in July 2007. The annual report is divided into six chapters. The first is “Comprehensive articles.” The main spirits of the Central Economic Work Conference of the past year, the government work report (abstract),
