In the basic stage of foreign language teaching, “grammar outline” is good, or is it “good idea” that the debate in Anglo-American language teaching has lasted for ten years so far. Controversy the basic views of both parties, I made a general introduction (see journal 1982 second period). Two years ago, the editorial board of Applied Linguistics, co-organized by the Association of Applied Linguistics and the American Association of Applied Linguistics, started a tit-for-tat debate. The panelist was author of The Syllabus, D · Wilkins, senior lecturer in the Department of Linguistics, Center for Applied Linguistics, University of Reading, England, and Christopher Brumfit, lecturer at the School of Education at the University of London in the United Kingdom and the University of Pittsburgh Christina Bratt Paulston, Head of Linguistics. It seems that neither of them has convinced anyone. However, this debate apparently inspired both parties and clarified some issues. Therefore, I think it is worth to make another introduction.
