现在人们谈起经济体制改革、企业内部改革,或谈起企业党的建设、发挥党组织的政治核心作用,往往都要涉及到企业的领导体制及其组织形式。为此,笔者略陈拙见,以求引玉。理顺“三话”的领导体制所谓企业领导体制,是企业领导体系和制度的总称,主要是指企业内部党政工等领导机构的设置及其管理权限的划分。我国全民所有制工业企业的领导体制,经历了一个较长时间的演变过程。远的不说,仅从1984年推行厂长负责制到如今的“充分发挥企业党组织的政治核心作用,坚持和完善厂长负责制,全心全意依靠工人阶级的“三句话”领导体制,其间有成功的运作,也不乏曲折教训。“三句话”体制既是改革开放以来企业领导体制实践经验的科学总结,也是当前理顺和完善企业领导体制的指导方针和根本要求.
