随着我国经济体制改革的不断深入,法制建设逐步完善。由于卫生防疫机构的事业性质、运行机制以及担负着公共卫生、预防医学专业技术和卫生有偿服务收入等多重任务等原因,卫生防疫机构作为卫生执法主体带来的问题越来越明显,直接影响了执法的行政性、权威性和公正性。同时也制约了卫生防疫机构本身卫生专业技术水平的提高和发展。当前卫生防疫机构面临着“体制动摇,人员结构不合理,经费短缺”三大威胁,给卫生防疫事业的发展带来有史以来的新问题、新困难。
With the continuous deepening of China’s economic system reform, the legal system has gradually improved. Due to the nature of the health and epidemic prevention agencies, their operational mechanisms, and their multiple tasks such as public health, preventive medical expertise, and paid health service income, the problems caused by health and disease prevention agencies as subjects of health law enforcement have become more and more obvious. Law enforcement is administrative, authoritative and fair. At the same time, it has also constrained the improvement and development of the health expertise of the health and anti-epidemic agencies themselves. At present, the health and anti-epidemic agencies are faced with three major threats: “the body is shaking, people’s structure is irrational, and funding is scarce.” This has brought new problems and new difficulties to the development of the health and epidemic prevention.
