调控政策的演变历程及效果近几年,我国的房地产市场调控政策经历过多次演变:2002~2004年,以收紧土地供给和信贷为手段抑制投资过热;2005~2008年:,调控加码,重点打击囤地行为,改善供给,提高首付;2008~2009年上半年,紧急救市,利率打折、放松调控政策;2010年以来,调控全面加码,涉及土地供给、限购、信贷、税收、二手房交易等。尽管针对不同时期监管层出台了不同的调控政策,但是调控效果总不是那么令人满意,究其原因主要有以下几点。
