一、什么是“三资企业”? 李鹏同志在七届人大一次会议的《政府工作报告》中指出,“利用外资要广开渠道,根据偿还能力和国内资金与物资的配套能力,保持适当的规模和合理的结构,正确引导投资方向,提高使用外资的综合效益,重视吸引外商直接投资,大力发展中外合资企业、合作经营企业和外商独资企业。”这里所说的中外合资企业、合作经营企业和外商独资企业,就是我们习惯上所说的“三资企业”。截至1987年底,全国“三资企业”项目已达9675个,
I. What is a “funded foreign-funded enterprise”? Comrade Li Peng pointed out in the “Government Work Report” at the First Session of the Seventh National People’s Congress that “Utilizing foreign capital to widen its channels, according to repayment ability and supporting capacity of domestic capital and materials, maintain appropriate Scale and reasonable structure, correctly guide the direction of investment, increase the overall efficiency of the use of foreign capital, attach importance to attracting foreign direct investment, and vigorously develop Sino-foreign joint ventures, cooperative enterprises and wholly foreign-owned enterprises.” The Sino-foreign joint ventures and cooperative enterprises mentioned here. And wholly foreign-owned enterprises are what we are used to talking about as ”funded enterprises.“ As of the end of 1987, the number of ”funded-funded enterprises" in the country reached 9,675.
